Key Issues and Countermeasures in the Implementation of the New Regulations for Electronic Price Computing Scales

2026-10-24
Latest company news about Key Issues and Countermeasures in the Implementation of the New Regulations for Electronic Price Computing Scales

The two new regulations, JJF 2784-2025 and JJG 1204-2025, establish an institutional framework for anti-tampering of electronic price computing scales from three dimensions: hardware protection, identity traceability and data early warning. Although this technical system is well-designed, there remains a critical link of on-site implementation between the regulatory provisions and practical governance outcomes.

The phased withdrawal of existing weighing instruments, the transition of grassroots verification capacity from old to new standards, and the in-depth application of smart platforms are interrelated and indispensable. If old scales cannot be phased out in an orderly manner, the market promotion of new scales will be hindered. If grassroots verification fails to cover anti-tampering functions, the technical advantages of the new regulations cannot be realized. If the platform cannot be fully utilized, the whole-chain traceability will only exist on paper. Lagging in any single link will impair the operational performance of the entire supervision system.

Pilot practices in Chongqing, Zhejiang, Enshi and other regions demonstrate that proactive local exploration can effectively shorten the implementation cycle of the policies. With further advancement of regulation enforcement and continuous iteration of platform functions, under the dual constraints of payment specifications and technical measures, the problem of "ghost scales" for electronic price computing scales is expected to be substantially curbed during the 15th Five-Year Plan period.

It should also be noted that the analysis in this paper is mainly based on public information at the early stage of regulation release and pilot practices in selected regions. Following the full rollout of the new regulations, further in-depth research can be carried out in the following directions: first, the evolving trend of tampering acts on electronic price computing scales and the evaluation of prevention and control effectiveness after implementation; second, data mining and analysis of verification records and abnormal incident data accumulated by the smart supervision platform; third, long-term tracking and effectiveness evaluation of capacity building for grassroots verification institutions.
